1995年 举办全国大学生英语演讲比赛的构想在中国日报社常务副总编辑黄庆和前任英国驻华大使夫人、现任英语国际联合会副主席艾博雅女士倡议下诞生。

　　2000年2月 中国日报社和宝洁(中国)有限公司签署协议联合举办第五届全国英语演讲比赛。

　　2000年3月 为纪念香港、澳门的相继回归，港澳地区顶尖学府第一次选派选手参加。
